Once you have obtained (how to obtain is explained here) your current IP address either visit web site www.spamhaus.org or follow detailed procedure given here.
Q: WHY IS MY IP BLOCKED?
Most of the time internet users even don't know when IP has been blocked. Reason behind blocking IP on worldwide scale is SPAM (spam is unwanted email or forced marketing, modern way of old fashion mail garbage we get to our doorstep). First sign of blocked IP is either your browser goes blank or your emails bounce.

QMAIL - Qmail is a mail transfer agent that runs on Unix servers.
WEBMAIL - The terms Web-based email (or Web-based e-mail) and Webmail refer to the implementation of an e-mail client as a Web application that allows users to access their e-mail through a Web browser, as an alternative to using a desktop-based client such as Microsoft Outlook, Mozilla Thunderbird or Eudora.
